Sorry for my confusion but can you verify if this is a LA or a SA? The writing in the post says LA but the information in the photo says SA. Or is that just the rail that's for a SA?

It is Long Action. See the top line on the photo. The short action is referencing the rail only.
 
Yeah id trade for a quality optic with a 44mm objective or smaller. Like a Mark 5 3.6-18x44 or Bushnell LRTS 4.5-18x44.
