Just the upper receiver or a complete barreled upper? Less than $100 for a new complete barreled upper is not a reasonable expectation. If you're looking for an upper receiver with the port door and FA installed then check out surplus arms and ammo. They have aero precision upper receivers for around $80

Not a complete upper. Assembled upper receiver only. No barrel, no handguards, no front sight, or rear sight, etc.

You are looking for a upper with the dust cover and forward assist installed. Without those, it would be a "stripped" upper.

My favorite are Mega(if you can find one NOS) and Vltor. Both of those will be over $100 though..

I wouldn't avoid stripped uppers. Just a roll pin to install forward assist and hold spring/slide a rod for dust cover.

Under $100, Aero Gen 2 version all day; over $100 Vltor; of you want to do the assembly of the forward assist & the dust cover, then Cross Machine Tool. IMHO, both the Vltor & Cross are stiffer & heavier walled than the Aero if that matter at all to you.
