Do they make a bottom metal and mag for 223 caliber or do I need to go with seekins?

AICS has not yet released 223 mags. Since the Badger DBM uses AICS/AICS clone mags, the answer would be no. It is coming soon, but when, your guess is a good as mine.

Right this moment Seekins and H-S Precision are the only game in town, for a Remmy SA in a 223 DBM.

A badger M5 SA DBM will work for a 223.But like mentioned above you'll have to wait for the AI 223 mag,or mod a 308 mag.
