The only blue part of VA :(
http://www.handloads.com/calc/

seems like a pretty good program for getting an idea of where to start...

my questions:

1.) I should use the IMPACT column for coming up with my dope, not DROP column right? (since the IMPACT column has a 0 elevation change with my current scope zero)

2.) How do i convert the inches of bullet impact change to MILS for my MIL/MIL scope? (this is my first one)

thanks!!

Yes use the impact column!

Try this it has mil conversions as well as inches and MOA and is really simple to use.
JBM seems to be most peoples favorite.
