I was in New Zealand and went shooting with Ch'e, a hide member there 2 weeks ago. He shoots these actions. I shot a 6.4-284 of his all day and it's a smooth action. No issues. I'd have one if it were available. Contact Ch'e here on the hide. He is friends with the owner of Barnard in New Zealand.

Mac Tilton ( www.mtguns.com ) is US importer/distributor(?) for Barnard.

I've a single shot PL and have had no problems, but have no experience with magazine fed or tactical models.

These are great actions - stiff and so well machined that very little needs to be done out of the box. The SM version was made to be used with HS Precision mags as in their 07 rifle. If you want use AICS mags, you may have some feed issues due to the fat bolt/ three lugs dragging on the top round. IIRC, ranger1183(?) here has one that was put together by Mac Tilton who knows these inside and out.

These actions have a stellar reputation amongst high-power competitors and you will rarely,if ever, see a used one for sale. But, I have been told that the detachable magazine version may not be 100% reliable. Al Warner of Warner Tool said it took him quite a bit of fiddling to get it to feed reliably. I would definitely give Mac Tilton a call and discuss this issue with him.
