There's no such amount. You can just clean it up 100% or cut up to 1" off and then take a clean up pass. Prior to indicating the bore in I dial in the blanks OD and re-cut the 60 degree chamfer for a clean up. Run the machine for a couple of minutes and dial the blank in by the bore, make a final clean up pass at the breech and get busy making chips.

He's spot on with that IMO, it's up to you and what you feel comfortable with.
