Best I've seen (for what you're looking for) is the Speer Gold Dot 64 Grn. LE ammo.

From what I've seen velocity was 2549 out of my Son's issue 14.5 inch M4. 2850 out of my 20 in White Oak. (both 1:7)

They zip right through my 5/8 in mild steel pistol targets

The product # is 24450, 223 Rem 64 gr GDSP LE Duty Ammuniion

This was fireds setting rapid fire at 100 yards. (The scoring rings are 1/2 inch a part). Iron sights with a 20 in White Oak Upper.

Plenty accurate enough for a patrol rifle.

I am a huge Gold Dot fan but when it comes to 223 I really like the Federal Tactical Bonded 62 grain. We have tested it extensively through car doors and typical construction materials and really liked the out come. Plenty of penetration, minimal deflection, good weight retention and wound cavities. The major down fall is the price, it is a bit steep.

+1 on the federal 62 grain tactical bonded ammo, we did alot of testing as well and its the best round we have found for our patrol rifles its also the bullet we carry on the swat team. however it will not feed in our (2) DMR rifles so we are using the 64 grain gold dot ammo with excellet results. send me a pm and I will forward you our ballistic testing results

Sorry to resurrect a thread, but this is basically the MK318 round.

You'll need to be carefull with penetration, as the solid copper base tends to keep going. Someone on barfcom did a gelatin test (can't think of the gent's handle, but he does excellent reviews)
The neck was short, the permanent cavity very large and penetration was deep.

We have found acceptable performance from the Gold Dot loads and the same bullet loaded in Federal Fusion, MK318 though it's not bonded, TSX's (however they tend to shed petals through glass fwiw), and the 62gr Federal Tactical Bonded.

Do Gold Dot, Federal Fusion, and TSX-X cartridges in 308 Win perform acceptably as barrier-blind rounds (e.g., SWAT)?
