Your thoughts:

I have an extra M70, Stainlss, CRF, 26" barrel 300 WinMag.

---Barrel to 20"

---Handloads using 200 grain round nose only ...if I can find them at min velocity.

---using screw-on Can.

Dedicated to the 200 grain bullet only.

May as well go with a shorter tube, as you're only wanting subsonic rounds-that is what I understand by min velocity.
You're going to have a lot of empty case, but I believe if you use Puff-Lon and a very fast rifle powder-slow pistol powder (you get the idea) you can get there. I believe you'll need the Puff-Lon to keep everything in "place", because you're dealing with a big case, but needing a small fast charge. Other than that-Good Shooting.

I realize you have a long action but personally I would not build a 300wm for minimum velocity. There are other 30 caliber cartridges that would fill the bill better.

Be careful how how you try to obtain you minimum velocity. P. O. Ackley has a chapter in his book about people blowing up actions using reduced powder charges with slow burning powders.

Good luck
