Black soot on old cartridges ...

I have these old FN 30-06 1957 era cartridges. There are many that have black soot all over them. Most don’t fire anymore. I started pulling them apart just for parts but was wondering if they are worth more than parts.., Any ideas on any of this?

Throw them in the tumbler and they will come out with a nice shine

It just looks like tarnish.
