I was browsing pics of rifle stocks and noticed this device located on the scope. I notice that part of it is a scope level, but what is the other part for? Is that how many degrees of angle the scope is at?

Well I figured as much and I didn't know if it was something I should learn how to use considering I'm getting into learning how to improve my shooting skills at longer distances.
You will only need it if you are going to be shooting up hill or down hill. The level on top is so you don't can't your rifle, which is very important if you shoot long range.
