As for the Fluting, I can tell you what I have heard from a couple different barrel makers, and read online, at boots obermeyer site as well as a couple other places. The thing about fluting is, it is easy to introduce a stress or minor weakness into the barrel profile that would detract from accuracy.
That being said, the top barrel makers / smiths can do an excellent job of fluting, that will in no way detract from accuracy.
I recently read about carbon wrapped barrels. I guess they not only drop a lot of weight, but help dissipate heat really well. I have no personal experience with that however.
