bullet runout

Made myself a tool to check bullet runout last night... Some come out within .002" and some come out as much as .005". Saw a video where a guy drilled a hole in a piece of wood to straighten the bullet out.... My question is, do I need to move the bullet only, or does the neck need to be tweeked along with the bullet? Seems that moving only the bullet would have an effect on neck hold....

I wouldn't try to bend using the bullet or the neck by the method you described, instead I would look for the cause of the bullet runout.

Expander button off center
Cases with unequal wall thickness
Dings in the extractor groove of the case can cause the case to be tilted when pulled over the expander button.

In another forum a well known competitive shooter said the following:
"I get my best accuracy when the case fits the chamber like a rat turd in a violin cases"

Meaning he full length resized his cases and gave the bullet a little "wiggle room" to self center with the bore when fired. Some shooters use a body die and finish with a Lee collet die or neck expander die to get less runout.
