The rat problem an all they're other issues is an "EFFECT", of the root issue,... which is that states leadership.
Cause an effect, most people only look at fixing the effect, they never seek to resolve the root issue. ie it's been repaired 3 times an did the same thing again, it's been welded 4 times an broke again. Seek the root issue.

The root issue in/of this country is leadership.
