Thomas D’Alesandro Jr was a Congressman from ’38 - 47 and then mayor until ’59.

He was a close associate of Benny Trotta and likely was able to get some traction during operation underworld. Regarding heroin in particular....the mob and the CIA came together in operation underworld. Heroin as far back as the British East India Company has been used to finance corruption, destabilization, war. Baltimore is port city that was controlled by Ds to siphon off tax money to cultivate votes. Spreading drug use is an essential part of the plan.
