Does not look homemade to me, looks like a "transitional" 1413 Anschutz (in between 14 series anschutz and 18 series anschutz sometimes called a 16 series by some but not cataloged by Anschutz as surch IRC)
in the 70's/80's/early 90's Highpower shooters often inletted anschutz's for centerfire actions

This is dead on. I agree that it has striking similarities to pictures I have found of the 1413 or 1428 based on your direction. Thank you very much for your help!

Even if it was homemade as some suggested (and fajen and bishop, both not far from you, would make thumbhole style free rifle blanks before the doors closed) someone would have then spent a stupid amount of money putting genuine german stock hardware all over it and then matched the factory "checkering... It's factory

I tend to agree...too much bling for a build. Question is Fajen or Anschutz? I think it greatly resembles the Anschutz made in the early 70's. Someone took a lot of time mounting it to the 700 SA
