TL;DR - New shooter, have the opportunity to buy a new Burris XTR III 3.3-18x50 for nearly 50% off MSRP ($800, vs $1500), from a reputable retailer. I'm quite new to this sport so I wanted to check with those wiser than me before I go for it in case I'm missing anything important.

New shooter looking to set up my first rifle, I've recently been going with a friend who lets me use his gear, a 5.56 AR15 Mk12 mod-H, nightforce optic, don't know the exact model but it's a 4-16x & he said it was about $2k. I can hit a 12" steel target at 600 yards pretty reliably with that setup, haven't tried to go beyond that yet. I enjoyed it so much that I'm getting prepared to set up my own rifle, trying to get a part list established in advance of some of the bigger sales of the year. With a total budget of $2500 (with a bit of wiggle room if there's a significant step up in capabilities closer to $3k), I'm pretty heavily leaning toward the Bergara B14 HMR in 6.5 CM, for about $1100. For the optic, I had been much less certain, but today I was offered a new Burris XTR III 3.3-18x50 for $800, whereas everywhere else I look has it going for $1200 minimum. I'm very much in the camp of buy-once, cry-once, and would much rather spend a couple hundred dollars extra if it means getting significantly better performance, but this seems like an absolute steal for $800. Is there's a significantly better optic to be found in the ballpark of $1200? Or should I go for this one and get a few extra cases of ammo with the savings?

This build would be purely for recreational distance shooting up to 1000 yds, don't have much desire (nor the skill, yet) for competition shooting or hunting. Consensus on this site seems to be that 18x is sufficient for 1000 yds, if the glass is good quality. The reviews I've seen for this scope are generally quite positive, I've not seen any complaints beyond concerns with the rigidity of some of the controls, and some minor aberration at max magnification, neither of which seem bad enough to hold off on this. Burris's warranty/CS also seems to be decently well-regarded.

Does anyone have any serious issues with this scope? Or my plan in general? If so, what would you set up with $2500?

That would be a stellar "starter" scope, and if/when you want to upgrade down the road, you won't lose money!
I can't remember if those come in MOA and Mils, that would be the only thing I would make sure of....

Eurooptic has em on sale @ 800 I believe. If that's where you are going to buy, solid vouch. They are a top class vendor with great customer service.

The Burris xtr3 is solid. I own a couple xtr2s and know a few guys with xtr3s. No gripes, especially at that price. 18x top end is plenty for most practical shooting (steel plate stuff like PRS) and hunting. I have plenty of glass with a higher top end but I'm usually shooting in the 12 to 20x range unless I'm testing loads or shooting prone at longer distances not under time.

I have one on my AW. I was gonna use it as a placeholder and save up for something better. But it’s such a good scope I haven’t.

Just got one in today for a 6ARC rifle. For the price it’s really hard to beat.

My non-illuminated XTR 3 has never been "as clear" as some other optics in the $750-1k range I've looked through and the adjustments are a bit tight (more so than other XTR 3 I've handled) but both are within reason. Otherwise no glaring faults with the optic for the price. This was also going to be a placeholder optic for me on a rifle I don't use frequently when I got it but I've been happy enough for the last 5 years that I haven't bothered to replace it.

I didn’t care for the XTR3 much myself. Subpar optics IMHO compared to the Japanese optics you can get in this price range - Cronus, Delta Stryker, etc.

Went to the XTR Pro and it was a significant optics upgrade for a relatively small price change. I’d definitely consider that option if you like the Burris overall.

In the 800 new price range and 18x max mag, you can get a myriad of good options - Bushnell LrHS, my brother is selling his Bushnell ERS 3.5-21, etc

I have an XTR III that I run on a lot of rifles while I save up for a "better" scope. At $1K, there are few competitors. It is a very solid scope in that segment.

I really like mine. My 5-30s are better optically at the top of the mag range but the 3-18 is pretty good if you dial down just a little. I have had multiple xtr3’s and all have been rock solid. I sold a few and upgraded to the xtr pro and it’s a nice step up but for the money the xtr3’s are awesome!

My 3.3-18 isn't even as close to as good optically as my 5.5-30. If you can get a 5.5-30 for a bit more, i think that is a HUGE upgrade. BUT, at $800 it is worth the price, easily in the same ballpark as my Athlon Ares BTR and ETR and my old Bushnell DMR2, and not as much better than my better XTR2's as expected, mine vary wildly in optical quality from merely acceptable to very good.

I have an XTR Pro for sale in the PX right now. For the relatively small price to go from 3.5-18 to 5.5-30x and also go to the next level in image quality and get a scope that's 100% made in Colorado, it's a great value. I have original box and everything that came with it new.

PM me if you're interested. We can chat a bit about what kind of rig you're setting up and how you're going to be using it and I'll be honest about whether I think it is or isn't the right scope for your situation.
