You're are lucky that you don't know.....it's pretty greasy. No, he doesn't have the ability to pass it down. However, his constituency will make certain it happens via the ballot box. This, the very same constituency that has lived (and will continue to live) in poverty the entire time that Sr. has been in office. There appear to be very few viable ways to fix stupid. It hurts to watch stupidity repeat itself over and over, particularly when people's well being and in some cases, their lives are at stake.

As Threadcutter said, No. Conyers represents the District that includes Detroit, Michigan. So what happens is, the Governor of Michigan must hold a Special Election to elect someone to fill the remainder of Conyers' term. But since the regular election is coming up, with primary elections around May, it is quite possible they'll just leave the seat void and let the regular election take care of it. It would be MUCH cheaper than having a special election, only to have to turn right around and have a general election. His statement about his son is only an endorsement of whom he thinks his loyal voters should elect to replace him (naturally). They were dumb enough to keep him in office for half a century, so they'll probably just keep listening to what he says.
