Can someone identify this?

My Google Fu skills have let me down, I cannot figure out what brand it is, nor can I find specs.

To give some back story, I picked up a classic aics chassis that supposedly belonged to a Texas Swat sniper. I'm told he built it to be "his last rifle". With that in mind, I would be under the impression that he put quality parts into his build.

He passed away before Amazon was a thing, but I'm sure there were clones and cheapos around then.

Any help figuring it out would be awesome!

Many years ago, I had one of those "pin through the sling stud" adapters that then screwed down a short section of picatinny rail. Neat idea, but I could never keep mine tight.
