I was able to post new threads in ForSale forum before, but now I can't, did some rule just change where I have to be a member ?

I don't know what you think you recall, but the minimum post count rule has been in effect for quite a while (initially at 50, now up to 100)...read away:

I wouldn't try to race to 100 either. There have been a rash of people doing that and it has yet to end well.

You were never able to post with under 50 QUALITY posts. then the rules were changed to 100 posts. You could read the rules and answer your own question instead of taking up forum space. just sayin'

I must have mistaken w/ my being able to post FS on Arfcom or M1A forum, and as you can see my post history, I am not trying to race to 100 post counts.
