I have 1000 cci 250 magnum primers that I have had around for a long time. The box has never been open. Do you think that these are safe to use? and if so what primer should I crossover

What do you mean crossover? Cci 250s are still being sold. They are large rifle magnum primers. Use them appropriately
 
As long as they haven’t been dropped in water or crushed I’d say they’re fine.

I once tried to deactivate primed brass by soaking it in water for a week. Afterwards I chambered and dropped the hammer on one case just to be sure. It was then I learned that primers are waterproof.

But if water got into the other end of the primer where all the boom boom goes, wouldn’t it render it a dud?
