Cellphone reverse look-up?

Got a question for you investigative types out there...

I have a cellphone number and name of someone I am looking for, and I would like to try and track down their billing address.

The number is an Austin, Texas cell which I believe T-mobile is the carrier.

Now I've looked online at some of these sites that charge for this info, but their is no guarantee the site even has what info I'm looking for.

Does an LEO even have the ability to find the billing addie given just a name and cell number?

We (LEO) have to call the provider, and generally have to send a subpeona to get that info. Have you tried cold calling the number. People are pretty dumb and will give out all kinds of info on the phone.

I have used this one before, works pretty good. If they do not find any info on the number they will (and have for me) refund your money.
