Cleaning case necks without tumbling?

Is there a good way for this? Most of what I have loaded is just pistol stuff that headspaces on the cartridge rim, so I haven't really felt the need to buy a tumbler. If I want to reuse chamber-formed brass that has roughness on the neck area from carbon deposits, is there a good easy way to clean this up?
 
Krazy Cloth for the outside. Steel wool for the inside on a looped jag. I know a guy that uses brake cleaner on the outside for his benchrest rounds but I wouldn't recommend it because of the fumes.
