DNS requests are sent in the clear. That means your ISP can still collect the data, if they want to ... they're just not servicing the request. For example, Comcast is doing per-user DNS monitoring. It's the heart of their BotNet notification system. It uses Damballa.
I welcome DNSs (DNS over https), if it takes off.
And if you're using Chrome or IE (or many other browsers), your browsers can still send the browsing history to their respective developers. So even if you don't use Google's open recursive servers, they can still get your history via Chrome.
