Yes. The counterbore is where the bolt nose goes when in battery.
When chambering, your smith will cut the counterbore in the barrel, with a .005" clearance in the front and sides (ahead of the lugs) to give the bolt nose proper clearance.

The rifle will function fine without it, I've seen it, I've done it to try it out, and the test rifle is shooting just dandy. Now, I'm not sure WHY you would avoid it, but it can be done.
The amount of clearance around the nose is dependent on several things and not everyone runs a 0.005" clearance for a variety of reasons. Some gunsmiths do, some run a little more, some run a lot more.
Why are you worried about the counterbore in a switch barrel?

Why risk safety? Cut the counter-bore like it was engineered.
If you can't single point it, PTG sells cutters just for this process.

Three rings of steel is better than two right. Curious as to why you would pose the question, I see no potential advantage to omitting the bolt nose counterbore

Just hit the components with 4 cans of krylon and you're ready for anything.

Bolt...think that medicinal weed is making you a bit edgy and tempermental, either increase or decrease dosage, we need all the stupid questions we can get on this forum, don't run anybody off!
