Iv'e got a Bat in my Bench gun and love it. John Pierce built the gun quite few years ago and now is making his own actions which I have heard are very nice.

There really isn't a bad choice there. BAT, Kelbly, Defiance, Hall, Stiller, Borden, etc., they're all capable foundations for a match winning BR rifle.

Personally, love my BAT L 2x10" action. Also got a Barnard and a couple Nesika Bay's I like as well. I would be more inclined to research which action was
readily available when you're ready to purchase...unless you're looking for specific features that not every action maker may offer (ie, drop port, RB/LP/RE or ?).
