Gunsmithing Devcon Plastic Steel - Container not filled?

I just received my first package of Devcon Plastic Steel (10110) and the larger container of the epoxy kit was only about halfway full. Is this normal or was it only partially filled by mistake?

I have the 10110 and that is the way it comes. The big container could be about half as big. I think it is like that so if you want to use all of it, you can just pour the resin in and mix in the big continer.

Thanks guys, I just wanted to make sure before I used it.

Maybe those of you experienced with using this stuff for action bedding can answer this for me. If I tape off the portions of my stock I don't want the Devcon on, how long should I wait before I pull the tape off? Also, how long should I wait before I pull the action to trim the excess?

I leave a little on some paper, when is hard enough it doesnt bend then I know I am getting close. But I normally let it sit 12-18 hours before playing with it.

I wipe off the extra right after doing it and do a final clean up after it has set up, about 2-3 hours.

I noticed my devcon steel came orm-d ground only from Midway. I believe it's a hazmat shipping regulation that the containers be larger by some percentage than the volume of the product. Probably why it's so damn expensive, the extra cost is built in at check out time, we just don't see it. I'm supposing that Devcon is extra flamable, maybe?

Smokeless powder is the same way, half "full", and has been in plastic containers for a while now instead of metal. That's got to do with if it's subjected to fire it will just "burn" rapidly, instead of "explode". The practical theory is that the container will melt and allow the contents to ignite in an open space instead of building pressure and going boom.

Think about warehouses, or shipping terminals full of this kind of stuff. Public safety and all that........
