What is the difference in these two? From what I can tell the M2008 striker section looks like an AI and the bolt. Why does the M2008 have two recoil lugs?

To be more sturdy. It keeps the rig more rigid in the stock

your comparing apples to oranges. They are both a very high quality custom action and you really cant go wrong with either.
If you want to know why people probably arent answering you its because this question has been beat to death. You should do a search and get a little research under your belt.

I would not have thought that this is a "beat to death" type subject because the M2008 is relitavely new. I just wanted to learn what features the M2008 had over the Surgeon and vice-versa.

Google is your friend. In less than 5 minutes of work I determined that:
M2008 has 6 lugs on 3 lug pattern, 60 degree bolt lift and costs $980.00 or so.
Surgeon action is 2 lug, so I would guess 90 degree bolt lift and cost $1285.00 or so.
Neither has any bottom metal or trigger at that price level. So the main difference between them is about $305.00.....
