Some scopes will not allow a 100 yd zero at the very top of the scope if you use a 20 base. I believe this is why Leupold only makes their LR bases in 15.

Using a inclined mount or rail would hinder the capability of a scope with minimal internal travel. Unless 'only' shooting at longer distances your sight picture will be degraded and will restrict windage adjustment. At closer distances you will be restricted to only viewing through a less optimal portion of your scope. Whatever incline is used should not account for a large portion of your available travel from center. Ie. a scope with 40 total travel, 20+\- from center would not be ideal. The amount suitable would depend on what distances you plan on shooting at. It can still be done, its just not optimal when planning on keeping a closer zero, but it does depend on our setup as well. Having 60/80+ moa would make it more versatile.

I'm looking at putting a vortex viper pst 4-16 on a varmint AR15. The scope has 75MOA internal travel. Most of my shooting will be at 100 yards, but if I can, I would like to have the ability to try to hit steel at 1000 yards (I know, not optimal). I want to be able to dick-around at 1000 yards if there is little to no impact at the 100 yard distance. My options are 0, 10 or 20 MOA mounts (going with LaRue).

What would you recommend?

Go with the 20moa mount. You'll have more than enough elevation that way for 1000 yard shooting, whereas going with a flat mount you would more than likely run out of elevation, depending on conditions. It will also keep the majority of your shooting closer to the optical center of the scope, especially at the longer distance where it's bad enough having the mirage working against you, and worse having your scope working against you.
