Does the issued M17 shoot low?

This weekend I ran a range for an event where the contestants used issued M17s. I use a glock normally, both myself and a very qualified shooter agreed that at 15 yards the M17 was shooting around 4 inches low. We had a couple dozen of them and we saw this across the board with them. Has anyone else who has time behind this system seen anything similar? Somehow the Greeks were dead on but I attribute this to gypsy magic.

Are you certain you were using the correct sight picture (drive the dot vs center of mass) for that handgun?

For the sake of clarity on terminology
  • center of mass: POA = POI at the top of the front sight
  • drive the dot: POA = POI on the front sight's dot
Maybe being too used to Glocks
