Was looking at my barreled action this evening (custom rifle has not been shot) and noticed exposed threads in the tenon of the action. Is this correct for the barrel to not be threaded all the way to screw all the way into action and take up all the threads?

I would think so. The bolt face needs to get in there right next to the barrel. You could do some crude measurements to get an idea if the bolt is right up to the barrel.

Your must have a flat bolt nose so the barrel can't be threaded all the in like a standard bolt.

This is most likely the case.

If the bolt face to breech face clearance is good, and the headspace is good, then all is well.

You can check the bolt face/breech face clearance with a small piece of solder. Clip off a 1/4inch peice of regular low-temp solder and lay in on the breech face. When you close the bolt it will squish the solder. You can the measure the thickness of the squished section with a caliper.
