Double cannelure bullet

I "inherited" these bullets. 75 grain, double cannelure bullets. I'm not familiar with this - how does one go about reloading in terms of seating depth? What's the purpose of this anywawy??

The second canelure is probably there to retain the lead core as the bullet mushrooms. This is a soft point bullet, isn’t it?
 
Seating depth would be the same as any bullet. You would measure the bullet Ogive to the lands of the rifle you are going to shoot it in.
 
It's a heavy, soft point bullet used for hunting. That's what it was intended for. Up to Deer sized game in a 22 centerfire. Will likely need a twist faster than a 1-12".
