Yes, you can Duracoat SS. Aluminum Oxide blast it first so the paint can grip.
Have you considered Cerakote instead of Duracoat? I find it has MUCH better abrasion resistance.

Bead blasting wouldn't hurt the SS finish at all, right? It would merely prepare the surface for application?

I don't quite understand what you mean? It's going to change the finish of it if that's what your saying. It's going to have a rough dull finish instead of a smooth polished finish. If your going to paint it then it really doesn't matter what the surface looks like underneath it.

Aluminum Oxide media will yield a much better surface than glass beads for the paint to adhere to on Stainless Steel.

Bead blasting will peen the steel, giving any finish less to grab to. Sand blasting gives a rougher finish (microscopically) allowing the finish some "tooth" to grab onto.

they have some really cool metal altering techniques that will make your SS black and scratch proof, but its my understanding that it will never go back

if you do decide to go with duracoat, make sure you hit it with clear after coloring.....i've found duracoat, even sprayed on thicker, isn't as durable as you might think......the clear helps a little....i'm changing to cerakote
