As you did not mention hunting, I assume that you would be shooting at paper and steel.
If it is so, buy a Remington 700, the P (or PSS) would be fine, good HS Precision stock and pillar bedded; get at least a 30 MOA scope base, put a decent scope on it, Harris would be fine as a bipod and shoot the damn thing. Read about rifles, scopes, wind, altitude, ect..., get info, ask questions and most important, practice.
The "effectiveness" of the 700 has been recognized for a long time and for more purposes then you can think about.
If I am off on the use of your rifle, the 700 comes is various models, you will be able to find what you are looking for.

He's spot on with the. 700 police. Had one in .300 win mag that would shoot 10" groups out to 1200 yards. They are fairly cheap, and you can build on to if you wish. I hope you hand load bc the throats are very long and you'll be much more accurate when loading near the lands. That being said another goody ( my fav deer rifle) is the sps tactical. It's got a 20" bbl with a 1:12 twist. Gonna have to get a better stock, and prob a new trigger but I have shot 5 shot groups with factory 175 fgm ammo and was under 1/4 moa at 100. Very accurate rifle at least for me. I hand load with 168 Berger vlds and 45.9 varget to 2.963". Yeah...... Long. Also just for screwing around purposes I shoot the 178 amax on top of 47.6 grains of power pro 2000 mr. 1/2 moa out to 500. And a lot more speed. Hope this helps
