Rifle Scopes Elite 4200 Tac 6-24 & Weaver 20MOA base...problem?

I've got a Bushnell Elite 4200 Tactical 6-24x50 mil/mil scope, in Burris XTR low rings, mounted on a Weaver 20MOA base (#99496) on my Savage 10FP .260 Rem.

My load is a 130gr Berger VLD @ 3000fps, and with a 100yd zero I have 7mil up adjustment and 6 mil down adjustment.

I know this scope is elevation limited for LR shooting...but shouldn't I have a more up adjustment with a 100yd zero if my base truly is 20 MOA?

Often a 20MOA base does not actually give you 20MOA as "20MOA" is a nominal term. This can be due to tolerances on the receiver and the action length. As the Bushnell 4200 6-24x50FFP has a limited amount of elevation travel, it would benefit from a "30MOA" base or Burris Signature offset rings.
