Elk hunt in NM need help with Lic

I have an upcoming hunt there in OCT I live in TX and trying to figure out a few things on the lic . Hunt is private land 42 and cannot figure out if they will send me the lic as its over the counter or will I have to just use the E tag app ?? So for those that have hunted there or maybe live there can give me a bit of insight . Thanks for reading
