Explain to me

It's an error with the HTML. Not sure how to explain it but it happens a lot with punctuation marks. Mostly I've noticed it on apostrophe marks. It has nothing to do with your reloading measurements.
 
That's Internet mumbo jumbo. Sometimes when you copy and paste from another source, the language is misunderstood and inputs stupid crap like that. The ampersand and quote seem to be common. It's a simple matter of computers not speaking the same language.
