I'm not sure if it fits your definition of "tactical" but the Holland brake is VERY effective at reducing recoil and muzzle flip (everyone that's shot my 300WM with brake is blown away at how little it moves when fired) and it has no holes on the bottom if you're worried about "dust signature". Holland claims measured 40% reduction in recoil, in my case I would say that's WAY conservative. I have no idea how well it doubles as a flash hider (some brakes make claims in this area FWIW).

I have a Badger Thruster on my .30-06 that makes it feel like a .223 when shooting 210gr. The FTE brake on my .308 doesn't reduce as much, but it is pretty effective as well.

The only "Tactical" brakes I'm familiar with, and I'm not sure these are considered tactical are the JP rifle brakes. I have a tank/howitzer style on my AR-10 and you can watch your bullet hit the target. I also have there BC brake on my CTR .223 and with a 18" barrel shooting off hand it comes up about an inch at 50yds.
