He said at the debate as Mayor he had was at the highest position of law enforcement in his town, and therefore police intervention wasn't necessary. So he was CIC of his town I guess.

PA District 2 & 3 - votes over 80% democrat with a difference of over 350,000 between the democrat and republicans in the last election with an additional 100,000+ available per the 2020 election. You don’t have to cheat the whole state, just those two districts both in Philadelphia.
