Do you need to have it shipped to an FFL from the person/place you bought it from? Yes, that is the part that need to be registered.

Yep.
The action is considered the "rifle" so, just like to transfer a lower you'd need a FFL, the same is true of the action.

Receiver = Firearm
SO...unless you bought it local from a non-dealer, then YES...you'll need to have it transferred from the seller (or the seller's dealer) to your FFL dealer.
