Unfortunately I would lay odds that that is pretty much how it will happen.
Both parties were in on it from the start and are simply upset that their plans have been set back a couple years.
I'm not sure if Trump could find anyone to help him enforce the law among the entire government apparatus if he tried.
I don't see him as being the type to take it to the streets and publicly call for volunteers to help protect the constitution & enforce the law.
