Looking to build or buy my first SBR. Looking at getting a Seekins or Noveske and having it engraved. Feel free to agree or disagree here. Looking for informed opinions on any of this. I have two cans that are waiting on paper work. TBAC 30-P1 and a Sparrow 22. Here is where I am uncertain. I want the SBR mainly for a 300 blackout setup shooting mostly if not all suppressed both sub- and supersonic. BUT I would also like to have the option to run a 5.56 shorty upper. From what I understand your SBR lower has to be marked with a specific caliber. Now am I going to get myself in deep chit by putting a 5.56 upper on a 300 marked SBR lower? Same deal if I got a notion to throw a 22 upper on there with the Sparrow. Thoughts?

I am doing the same thing and from what I understand,
Please correct me if you know I'm wrong as I would like to know for sure to.
You can do almost anything as long as its not a permanent change, meaning you still have to have/own the barrel or upper that you did the paperwork with, but can run any length/caliber upper temporarilly, if you make it permanent, the ATF ask that you notify them/update your paperwork.
I have also read that to be on the safe side you can take the upper that you registered with(barrel length and caliber)with you and swap whatever you want to run and then swap back.
I hope some of the more experienced members come and let us know if this is right.

also-- correct me if i am wrong. I am new to this as well. the way i read the laws on atf.gov is that the serial number (already on lower) has to be engraved on the lower receiver. the caliber, city name, and manufacture name can be engraved on the barrel or the upper-- it does not have to be on the lower. Most barrels (at least noveske does) come with the caliber already stamped on the barrel which should satisfy this law. I would however put your name and city name on the lower.

I've been doing this a long time and have a class 2 manufacturers license. Here is the scoop-
You can engrave the lower or the upper or barrel with your name, city & state, cal, and model but as noted the serial number must be on the receiver. A lot of guys don't like to put their info on the receiver and thats fine. If the model and cal are on the receiver already you don't need to put them anywhere else. As for swapping uppers you can do whatever you want. You must choose a cal for the paperwork and only one cal but you can legally swap them out however you want. You don't need to keep the original one you had when you registered the SBR and you don't have to inform ATF of any changes if you don't want to. They do request that you inform them of permanent changes for the registry. It helps when you go to transfer as well.
For the record there is no such thing as an SBR lower. You must have both a barrel and a receiver in order to have a short barreled rifle. Because you are not a licensed manufacturer you must file a form one to make an SBR where I (class 2 mfg)would make it first than register. Since you must have a serial number to fill the forms out with you need to have a receiver in hand to do the paperwork. That does not mean that the receiver is registered. If you pop the upper off and get rid if it you can legally sell the receiver without ever telling ATF that you have done so. No short barrel, no need to register.
