can you send in your form 4 for a suppressor while your dealer is waiting for it on a form 3 from the dealer if you can get the serial number from whoever your dealer is getting it from ?

Not a good idea. I wouldn't sign a form 4 for my customers without having an approved form 3 and suppressor in hand.
