Well that is easy, all of them. Just look at the areas they live in, crime free, no issues at all.
I live in a community of about 600. If you commit a crime you'll either not live through it or you will be prosecuted and convicted.
In Seattle, 250 miles west of here in the same state, you will not even be sited, let alone risk prosecution.
Therefore Seattle is clearly a good example.
