Y'all been killing me with the bologna sammich posts. So I remedied that today at lunch.

The Fire Cheif needs to be jailed
Just throw his ass into the continuing runoff that is full of raw sewage and debris. Let him die the same way that many here did.
I saw that and left a nasty comment on boobtube.
At a bare minimum, as that chief, I would have said that I was not sanctioning the pilots actions. But if I couldn't see it, then obviously, I knew nothing about it.
What I would probably do is to say "OK, how do we coordinate this and rescue some people, let's do it".
Hopefully no one perished in that time after he was prevented from rescue if so that fire chief should be charged with homicide
