Operating under the assumption that every states operate similarly to IN, the line is drawn when someone poses a clear threat to themselves and/or someone else. We call it an immediate detention here in IN, taking someone into custody for a psychological evaluation and they can be held for up to 72 hours without any additional process.
I was speaking about this issue a few days ago on another forum. Making the assumption that based on similar populations between where the shooting occurred and here in Indianapolis, they also have similar resources, immediate detentions are rarely useful. I talked a man down off of an interstate overpass a few years ago. He was thinking of jumping so I had him admitted for a psych evaluation. About four hours later I found him on the same overpass again. He had been released within two hours and was again considering jumping. I took him back a second time, not sure what the outcome was.
It's a tricky thing to restrict a person's freedoms based on their mental stability (or lack thereof) until or unless they have committed a crime. Indiana closed a state mental hospital here in Indianapolis years ago due to lack of funding. They basically propped open the gates and let the patients go. Well maybe not that bad but close. Many of the patients ended up in staying in the immediate vicinity of the hospital and have become well known regulars to the officers. Lots of them on a first name basis with the officers and mental health professionals who see them when the officers take them in, only to be back out in a few hours.
