I use a Forster bump die (without a decapper/expander) to size the neck down to give .002-.003" tension and assure the shoulder is where it should be (.003-.004" clearance for my M1A). Chamfer and deburr mouths. I leave the tar in the neck, you won't even notice it's there. The stuff has been turning in some impressive groups with my Rem 5R and M1A.
