Because if they can prove that someone used the postal service to deliver a threat or used the postal service in any part of a crime they have specific laws at hand to lock in a definite prison term.
Goes back to the times of Al Capone. IIRC?

We had a doctor here get 5 years federal time for insurance fraud because the insurance forms were sent through the postal service.
Why? Seems like there’s nothing to gain especially with all the electronic eavesdropping.

I will tell you 100% having a USPS officially scanned copy of a piece of mail that was mailed to you does NOTHING to help you if that mail is later lost.

I was waiting on a check from an insurance company, it was scanned and showing to be delivered today in my informed delivery email
It never showed up
I contacted the PO about the lost mail, provided them the scanned copy

They said they could no t find it and had no idea where it went, so lol, they even provide you photo proof they had it and it still gets lost and they won't / can't help

All said and done, my check was delayed 60 days, needed a replacement sent.
 
They started doing that "Officially" after the whole Unabomber business. It's been common knowledge for a long time.
If "somebody" has an interest, they can pretty much determine down to a very small area, where a piece of mail was dropped off, which then can be aggregated with lots of other commercially available data that they would also have access to.

If "somebody" has a very keen interest in what you mailed, or are continuing to mail, it's a lot harder to hide than most think, unless you actively work to make sure not to leave easy links.

I do find the informed delivery service is a nice help. I can see which bills should hopefully be making it to my mailbox and what packages they say are coming. No point in not using it, since they are simply sending you some of the information they already have collected.
