MESSAGE FROM DEPUTY SECRETARY LUTE ON
THE POTENTIAL FOR A LAPSE IN APPROPRIATIONS

As many of you are aware, the current Continuing Resolution funding the Federal Government for the fiscal year expires this Friday, April 8 at midnight.

Throughout the discussions regarding funding for the rest of the fiscal year, this Administration has made it clear that we do not want a government shutdown and that we are committed to finding a solution with which all sides can agree. However, prudent management requires that we plan for an orderly shutdown should Congress be unable to pass a funding bill by the end of this week.

The uncertainty of the current situation puts federal employees in a difficult position, and we are very much aware that a shutdown would impose hardships on many employees as well as the groups and individuals our Department serves. As we approach the expiration of the current Continuing Resolution funding the Federal Government, we will provide you with updated information as soon as it becomes available. For now, I want to provide you with information on how the potential shutdown – should it occur – will impact Federal employees.

If funding lapses on April 8, Federal departments and agencies will not be permitted to incur further financial obligations, except those related to the orderly suspension of operations or performance of excepted activities. This means that some employees will be furloughed and unable to work. Our contingency planning for the potential funding lapse includes determining which agency functions are excepted from a furlough. Should it become necessary to implement our contingency plans, you will receive formal notice from your manager no later than Friday April 8th regarding the designation of your position and furlough status.

The Office of Personnel Management (OPM) has created a document to address employee questions. The document can be accessed at http://www.opm.gov/furlough2011. OPM will provide additional pertinent information for federal employees over the next few days. And we will do our best to provide information about the status of events as the week progresses.

Situations like these are always difficult, particularly for the employees who provide critical services to the American public. Your contributions touch people’s lives in so many significant ways. We appreciate your dedication as we work through the current budget impasse. Thank you for your continued service to the Department and the Nation.

Sincerely,

Jane Holl Lute
Deputy Secretary</div></div>
BATF is Department of Justice, but the message is the same.
The NFA branch will most certainly be furloughed.

Re: Goverment Shut Down

I just got back letters from the ATF that were dated March First 2011 that were in response to letters they received in January of 2010...

I guess they figure if all their clients die before they can give them a response they won't have to do anything.

Re: Goverment Shut Down

Yep, they'd be shut down also. It just doesn't make much sense for the Gov to shut down. The government is largest employer of people in the US. If they furlow all of those people, they are all up for unemployment as far as i know. So they'd actually loose money. It's just stupid.

Re: Goverment Shut Down

non-essential employees will be laid out.

Tell me this, if they are non-essential why are we paying them with tax dollars in the first place.

Re: Goverment Shut Down

As an individual that works for the government in a deployed location I am very interested in what will happen next. I may be considered essential personnel but that does not mean you get paid for it. And, more importantly, I have a FORM 1 pending at the moment for a SBR.

been hearing about possible gov shutdown, doubt this branch will be affected with all the $200 stamps they collect, but if they are, a lot of people are gonna be pissed!!! </div></div>
my post from a couple weeks ago... its gonna be a bit longer for your 4's if there is a shutdown, it may be a while boys... especially sucks for those whose 4's are "almost" at the top of the stack of stuff.

They are essential. Essential in working on processing paperwork and getting my Form 4 back to me.

You would think at 200 dollars a pop, that dept can pay for itself. But nope, that 200 dollar tax stamp is really paying for crack head homes and food stamps.

Re: Goverment Shut Down

Its so much bull crap making us wait because they cant handle there business...and we are paying customers on both ends. Im sure they never really needed our $200 transfer tax fees either it just goes to pay for their nifty toys like the ones they used to shoot that guys kid at ruby ridge when they probably could have waited him out and picked him up down at the grocery store nice and clean before he ever knew he was being watched...whatever..................

Re: Goverment Shut Down

It didn't even occur to me that the ATF would shut down. I'm glad I got my SS Sparrow stamp yesterday and I will hold off on any other form 4 stuff til this bullshit resolves itself. Sorry to you guys that just sent off stuff to the ATF.

Re: Goverment Shut Down

They shaved $38 Billion off "non-essential" items. I doubt that included free postage and free flights for senators and house members. Probably hurt the real work force though.

It's better then 80,000 people losing their jobs. And our soldiers over there fighting and not being paid. What would their families do?

They'd use their savings until the budget passed.

You do have a savings, don't you?!

Re: Goverment Shut Down

They would get paid. The military still gets paid during a shutdown. I was paid the last time this happened. The government does not really "shut down".

I say bring on the "shut down". Waiting on your SBR would have seemed like small potatoes compared to what we have coming since these guys cant cut spending.

38Billion is a joke - not even enough to begin to cover interest.

Brace for impact, this train is going over a cliff folks.

My thoughts exactly.

Also, I'm shocked at how many people in this thread alone feared that their checks would stop...it illustrates the problem.

I'm shocked you didn't realize that the military was only going to get a paycheck on April 15 that paid them for the 1st-8th. Assuming KYPatriot was referring to the 1995 shutdown under Clinton, the troops continued to get paid because the first shutown didn't last long enough to hit a payday and the second happened after defense appropriations were enacted. There was a lot of misinformation in the news about 1995 vs now.

However, if it had gone down like it appeared last week, military would have received essentially half a paycheck on the 15th and nothing on May 1st if it had lasted that long (and so forth). Navy Fed and USAA were already putting contingency plans out there to ease fears.

So, yes, paychecks would have stopped after the 15th.

Re: Goverment Shut Down

Lets not forget that after the last two (2) government shutdowns; Congress passed legislation afterward that compensated all back pay to all federal employees, and because of the work load to catch up because of the shutdown , many earned overtime.

Oh no, the govertment will shutdown, oh help, oh dear . . . The government would have to be shut down for a month for the immediate paychecks of military personel to be affected beyond half pay. Besides the fact that the Defense Appropriations Bill would continue their pay . . . SCARE TACTIC.

Hell after Katrina, I didn't recieve a paycheck for three (3) months from the City of New Orleans, and I was policeman still working 16 hour days in the aftermath, and when I did get paid, the feds took their fat share. Banks make extensions, as do creditors, and everyone else.

Re: Goverment Shut Down

I have seen missed paychecks, we did get back pay when the budget passed. We were not at war then and it only lasted a short period. I had no children then, so for me it was just cheaper beer for a while. But for some it was missed rent, child support, etc….

If the president, senate and congress continue to get paid during a shut down, they should have to work at the treasury printing the checks for the service members. At lunch time they could go over to Arlington and pull a detail there. Maybe a few of them would realize some things should have priority.

Do you know what each and every family has in savings? Im just saying, some families might live just skimming along. Not everyone is savvy enough to invest right off the bat or start a savings account.

Re: Goverment Shut Down

I agree with KYpatriot. I have more than just a *sneaking suspicion* that all of this shit is going to come crashing down in a firestorm sometime in the near future.

We as a country cant keep kicking the can down the road. Eventually we run out of road.

In fact, I have such little faith in our system here in the states, that I've been investing and hiding my money overseas in developing countries, so I'll at least have something in the future.
