I have recently had my 700 police stolen with the Bell&Carlson fully adjustable stock on it. I am looking to start all over again but just start with the action. I know every one has their opinion on what is the best or what they like I would just like to know what is good and has positive result for a .308 Win far as barrel manufacture, trigger manufacture, twist, length of barrel. I am also looking in putting the B&C fully adjustable on this one also. Also if possible I would like to stay below the 3k margin.

Take some time to look around here. There is tons of info about 308 setups everything from 31" FTR rings to 16.5" truck guns.

I'd bet you'll not outshoot the barrel regardless who you get it from. Shilen, Hart, Lilja, Brux, etc.
I'm partial to Obermeyer 5R barrels myself, only because my lathe makes nice chips and leaves a great finish on Obermeyer steel, and for me, Obermeyers always seem to give me about 50 fps more velocity than other brands. I think its probably because the bore is smaller than other brands. All the Obermeyer barrels i've chambered have required a pilot .002 under nominal for the caliber. It cost a little more buying the extra pilots, but damn they shoot good.
