The problem is that their basic view of humanity is that people will choose bad and commit evil in a blank state of nature.

Its a philosophical war centuries/millenia old.

People that love and enjoy freedom basically believe man is good and left unregulated will generally do the right thing. Therefore the least governance is best governance, all that being necessary is that needed to provide public services/order that the individual can not provide for themselves.
